Soft water. Hard water fills a cylinder with scale and that is what finishes it elsewhere. Sydney's supply does not behave that way. Here the anode is eaten away protecting the steel, and once it is gone the tank starts to corrode. Or an element burns out. Neither one automatically means a new system.
Because they are the most abused fitting on any property and the least maintained. A garden tap lives outdoors, gets cranked hard, and is usually the first thing on a house to start weeping. Nobody rings a plumber about one, because it is outside and it is only dripping. The reason it is worth more attention here than in a suburb further in is simply that on this edge of Pennant Hills the outside taps are the ones you would actually rely on, and a fitting nobody has looked at in fifteen years is not a fitting you know anything about.
